I mean, it's an expensive initial investment. After I get all the units I want, it's just assembly/painting. Sure codices change over time, but not with any high frequency. From what I can tell, it's a less expensive, but more difficult to get into, hobby than MtG
I guess there's pretty low cost after initial investment ,but that's a pretty large barrier to entry.

Any form of collectible hobby thing is going to have a large initial hurdle and then the cumulative maintenance costs. But there are a fair few adult hobbies that are also like this (Winter Sports come to mind).
