You choose to spend your APM on areas where you think it is most important. Because his actual issues are not that APM intensive. They are easily adressable with a marginal shift in priorties. That shift would not hurt his unit control that much. Problem is using camera hotkeys when you don't is not that easy because a) going out of your comfort zone at high level is very hard to do b) your mechanics will be messed up for a while.
How would you know how fast and accurate he is compared to other terrans since they don't stream

He has streamed/He has said so. He said he thinks he is too fast for camera hotkeys.. (which I find to be pretty dumb).
The best way to identify strenghts/weakness's of players in relation to other players is to watch FPV or replays.

Yea I wouldn't put him ahead either, especially notin big fights
But he has gotten a lot better since like a year ago when he suffered from the same problem as FlaSh which is beeing unable to micro at all in big army engagement (he had small arym micro and multitasking to make up for that while FlaSh had sick macro to try and make up for it, didn't really work out for either of them super well at the time)
