Honestly no. Rogue control was just not that good against WM, he often ate full shots and didn't do a lot of baiting. The best Z have usually no pbs baiting mines and sniping them, and it's good micro mistakes are punished for Z too. Know what happens when a T mismicroes against banelings ?

Notice the "usually". I'm pretty sure Rogue is capable of dealing with this style but made a few micro mistakes too many.
Edit : to your point we haven't seen many high level TvZ with the patch, but from the results in qualifiers etc there doesn't seem to be any imbalance atm honestly.

Cure Gumiho Center and Apocalypse (with the latter two beating foreigners) were the only terrans that even eliminated zergs today and every race was represented in the semis
