What? First of all Terran was the weaker race during "protoss reign of terror". Second, Mutalisks got a buff in hots. I don't think they are OP they just are much better than WoL and therefore it is harder to go marine tank. But w/e. And yeah mutas are pretty good in the current map pool but they generally aren't bad anywhere.
