The ghost timing with SCV pull is just a new variant of SCV pulls that players like Bomber and later basically all terrans did against protoss who opened colossus. It is currently strong but it is nothing more than an all in. Since you tech to ghosts so fast your bio army is too small so you basically need meatshield in front of your army. I doubt you can say "terrans figured how to use ghosts", it is like saying "terrans finally figured how to use SCVs" when Bomber started pulling the boys against protoss.
