They should just watch the replay to see when Jim's actions stopped and went to 0 APM. If it's pretty close to the lag screen time and not a huge amount of time before Heart entered Jim's vision, then start from there.

With enough lag, it can happen that the game has resumed for everyone but the lagging player, and when it resumes for him the game skips to the actual time.
It has happened to me before, but doesn't last more than a few seconds.

WCS Korea actually requires you to show up physically to play in the Code A qualifiers. Heart, ironically, is the one who would be playing in WCS Korea if we're going by locality.
And a lot of us love Jim and want the Chinese SC2 scene to grow, so when there are technical glitches like this, why WOULDN'T you want to try and find the fair & balanced (sorry Fox News) solution in this case?
Imagine if this happened to Liquid`Hero, or even Axiom.Heart. I would want at least a resume from replay for Heart's benefit, if it looked like he lagged out.
The real question here is at what point you should do the resume from replay. I think Heart should also have the option of choosing a re-game, if he felt that his build order was already revealed after the lag out and it wasn't worth it to resume.

Quit focusing on what isnt important here. What IS important is that Heart is getting a raw deal anyway you slice it win or lose.
