It's not a risk, you are delaying any expo from your opponent gaining map control and you can also auto-win if your opponent tries to catch up going full greed.

I don't think it's such a big risk. You get 100% map control, and Luci having to make turrets in addition to the damage the mutas will do makes it sorta worth it even if terran blind counters.

TLO doesn't know how many workers he killed, but I would prefer eco cheese (take 3 base like its a ZvP) to mutas.

It's quite the distance for roach/bane but I suppose it's equally possible. I suppose he thought muta would be a more certain win and even if he didn't win then and there with mutas he'd be able to secure a lead with muta harass.
He didn't do the most damage so I think he didn't want to risk throwing with a roach/bane all in not working as follow up.

And this is why I dislike the new mutalisk heal. When you mass them like that you get way to much advantage as they aren't really on a timer anymore. Luci's defense was almost perfect there, but it didn't even matter.
