Well, yeah, because China's eSports organizers care very little about the international audience in general and this has been shown in every one of their tournaments. Their primary market is the local audience and I'm sure the streams and sounds are working great on those. Blizzard thought they were able to flaunt that and pull of a miracle. Sorry, but that's not how it works. Chinese organizers have no experience with how to broadcast to an international audience, and the Chinese network infrastructure is also not geared for international broadcast.
