TLO is together with Inc and Destiny the worst player at this tournament.
Code B players cannot be categorized like that. Some of the best players have been Code B. And there are some really good Code B players who take matches of Code S players in GSTL and other tourneys regularly.
But Code B is everything not Code A+S. If you get a good bracket or no-shows, you only need to win 2 Bo3 to reach the final of a qualifier. That doesnt mean a lot (in this case for TLO).
