Not really their fault. France is way too proud of their language from a cultural standpoint. Television is all in french, books are all in french. If english word start to be use, older people are piss about it, say french language is being injured and stuff. School teach us english very badly, students ain't interessed in it.
So yeah.. It's known France is the worse country for learning foreign languages.
It used to be true. Not sure how it is now though. I guess the best way to learn english is still to do it on your own. And it is sooo easy nowadays. Just tell the kids to download the english subtitles instead of the french ones for all the TV show episodes they download :p
I recently saw a lot of people complain about the television show " The Voice" because they didn't translate it to " La Voix".

She has rather clean voice but weak. Not suited for concerts. At least that's how she sounds.
We're watching from a stream of a live performance put on by a small dedicated esports crew. I'm willing to attribute weak/strength of voice to sound production given this is the secondary part of the event. She sings in tune and doesn't require auto tune to make her tolerable heh.

It's a cultural thing. Due to the history between France and UK, french schools didn't teach english by default (you could learn it if you wanted but you didn't _have_ to) for a long time, don't know if that changed by now. In germany and many other countries, everyone has to learn english at school.
It's obligatory here too now. But students hate it and don't see the point of learning it.
