So yeah, it's pretty clearly stated.

All Japanese players that were kicked out of the tournament are within those qualifications, so no, you're completely wrong.
The NA server is the default server for Japanese players, and several players play EU as well. The server in which they play is very different from the country in which they reside.
Of course it makes sense if IPL wants to have NA EU SA residents only in the tournament, and I'm not complaining about that decision because it is their tournament. But the wording they currently have is not good, so I'm just hoping they can fix their wording so no confusion will arise in the future.

Also, I hope that IPL will allow internationals in the future ^_^

and LIVE in one of those regions
is the important part. We're hoping to slowly expand the IPL in future seasons

The problem he's pointing out is that this rule depends on how you define "region". The NA client is by far the easiest one for Japanese players to obtain. The liquidpedia entry states that the version sold on amazon.co.jp is the NA client, which would, in my opinion, mean that Japan is actually in that region, strange as it may seem. It's clear that the intent the role is to prevent an influx of Korean pros from dominating the tournament, but the effect here is to unfairly exclude a fledgling scene and deny it's players some good tournament experience and exposure.

Did you even read what you quoted? He said live in that region.

Japanese people do not live in North America, Latin America or Europe.

It looks like the competition is really strong here and seems like it will be a huge challenge to even qualify

I think the problem is that IGN are defining region as the region INTENDED for these servers (I.E Japan is not actually North America, Europe or Latin America) While Japanese people are defining it as their default server is the NA Region, thus they live in that region.

I think it's pretty clear what regions of the Earth are allowed to participate. Just because you play on one region does not mean that you live in that region.

Kind of lame that the Japanese live in the NA server region as defined by Blizzard, yet can't play.

But hey as long as you bar native born Asians from a competition anyone else can enter, mission accomplished.
