Japanese people do not live in North America, Latin America or Europe.
It looks like the competition is really strong here and seems like it will be a huge challenge to even qualify

I think the problem is that IGN are defining region as the region INTENDED for these servers (I.E Japan is not actually North America, Europe or Latin America) While Japanese people are defining it as their default server is the NA Region, thus they live in that region.

I think it's pretty clear what regions of the Earth are allowed to participate. Just because you play on one region does not mean that you live in that region.

Kind of lame that the Japanese live in the NA server region as defined by Blizzard, yet can't play.
But hey as long as you bar native born Asians from a competition anyone else can enter, mission accomplished.
