So yeah, it's pretty clearly stated. All Japanese players that were kicked out of the tournament are within those qualifications, so no, you're completely wrong. The NA server is the default server for Japanese players, and several players play EU as well. The server in which they play is very different from the country in which they reside. Of course it makes sense if IPL wants to have NA EU SA residents only in the tournament, and I'm not complaining about that decision because it is their tournament. But the wording they currently have is not good, so I'm just hoping they can fix their wording so no confusion will arise in the future.
Also, I hope that IPL will allow internationals in the future ^_^

and LIVE in one of those regions is the important part. We're hoping to slowly expand the IPL in future seasons
