Correct, as with IPL1, they will play out the tournament and then cast everything from replays in the future.
Man players are going to be crazy busy starting this coming weekend... NASL playoffs + IPL + dreamhack + homestory cup... Scheduling nightmare for all of the leagues...

So are Painuser gonna encourage players to just quit this tourney and not notify the admins just like he did with the NASL? How is he supposed to get some respect from the community now?

Not this season, no. Season 1 was only NA players / residents (think they're all residents..). Season 2 is open to NA, EU, and Latin America. No Korea or SEA. They've said that they're willing to expand more in coming seasons, but they've been taking things slowly.
Personally I like the decision. Latency / lag can still be an issue, and as a spectator it really ruins my enjoyment when I don't know if both players had equal footing or whether one was suffering from lag at critical moments. Not sure about EU->NA, but there seems to be a lot less complaining about it then KR->NA (e.g. Idra saying cross-server match results are irrelevant, Liquid not participating in EG Masters Cup because it's all on NA and Huk and Jinro are in Korea).
Still going to have a lot of good players, so I'm not too worried about the level of play suffering from not having any Koreans. Should still be entertaining.
I am curious about Painuser, though. I haven't heard his side of the story yet, but being a no-show to three NASL matches and not getting in contact with anyone is pretty shitty. Really curious to hear what he has to say about it, because if he just gave up and couldn't be bothered to tell anyone then he's not really someone I want to support. I don't know, hopefully we'll find out more if he's on Inside the Game this week.

I am extremely disappointed that this league doesn't allow Koreans to participate. With no Koreans, the league lacks a certain prestige and hype. There is a reason why NASL, MLG, Dreamhack, and IEM have invited Koreans to their tournaments.

we have koreans in all those and now we have one without koreans.. why complain?
The painuser thing is annoying but it's not IGN fault and they shouldn't have to deal with this because he made a mistake, complain and argue against him but leave out IGN because they have done alot for our community and don't need this extra drama.

Less problems with latency etc., and overall just less hassle. As you have already pointed out, many other leagues did invite Koreans, so just watch those instead. It's not like there is not enough Starcraft 2 to watch nowadays =)

To be fair when Koreans play online it's just a lagfest. We have GSL, MLG and Dreamhack to see Koreans play in a fair and lag free enviroment, that's probably preferable.
