There are 3: Uncharged Level 2 And Fully Charged
There's only 2 damage levels now with VRs doing higher starting damage uncharged.
The first 2 levels do the same amount of damage but there are 3 animation levels
They should make it so the first level is white and second level fatter beam and also blue. Yep that's right. They didn't change the animation with that patch.

There are still 3 level's actually, level 2 is just does the same damage as level 1 now. Level 2 is still relevant because of charging time though. If you reach level 2 you have that few seconds to switch targets or move without resetting to level 1, even though you don't get any extra damage. You can see the animation, where some of the beams are connecting to the crystal.
