You know, I've played Terran for the last 10 years and none of those post release changes were even noticeable. Maybe the zerg building buff made drops a little less effective but that's it. Well now zealots shit all over siege tanks, nearly removing them from the TvP matchup due to the nerf vs zerg. So i'd say it was pretty noticeable
If you're talking about the nerf to tank damage, that was back during beta. The poster you quoted explicitly mentioned post-release nerfs.

I believe he's referring to 1.2 or 1.1 where siege tank damage got changed from 50 damage to 35+15vs armored.

They used to do 50 damage, now they do 35 +15 to armored, was in the first batch of Terran nerfs after release.

Last year. I believe it was 60 down to a low 35 +15 armored, if my memory serves me right.
EDIT: Apparently it was 50. I miss those days t.t
