He tried to scout and was denied, he had no clue what was coming, that's really annoying as a zerg when he could be going 4 rax, blue flame, banshees, tank marine. If he opens roach his mutas are delayed and the marine tank or banshees kill him. But I'll agree that was a poor choice to try to go for an attack there.
