S@20 has his PBE numbers up. The thing that struck me the most was that his W wells last forever (even though you can only have 3). Super interesting imo, Bard can drop a well at top/mid tower and give his lane a permanent chunk of emergency sustain. I wonder if the wells you already have down level up as you put points into W?

It's not permanent. It says it lasts until visited by an ally, presumably meaning it goes away once it grants health once.

While I'd have to see it in action, that ult is ridiculously strong. It can be used to basically stop any engage or protect allies from follow up damage, skillshots, and wait out being CCed.

He seems terrible for laning as a result and his ganks are probably terrible as well. R having a delay makes it hard to use it reliably vs all-ins and only seems ok in teamfights (and even then, it can fuck you over as opposed to straightforward ults like Sona). I do think his Q could do a bit more base damage. Lower the ratio if solo lane Bard is a worry, but I can't imagine a team would ever want to solo lane a champion that literally only has one damaging ability. CC is nice and all, but only having a 1 second stun at level 1~3 is probably not enough to really zone someone in a 2v1 and definitely not enough to kill someone unless you get jungler participation.

Sadly this time they can't use their "league of manaless gapcloser knockup revive passive" memes. Personally I think this is the most exciting champ to have been released since Thresh. That AoE ult is one of the few abilities in League where using it badly isn't just an opportunity cost, but can actually lose you the game. So your disappointed they released an interesting champion that can fit into the game?

+ Show Spoiler [Chime Mechanics] +
The bonuses from chimes rotate. The wiki has a complete list but here are some highlights:
The most important milestones are probably the earliest ones, 5, 15, and 25 chimes. While there are other power peaks at 65 and 95 chimes, those don't compare to the power gained by simply obtaining the slow/AoE for Meeps and doubling Bard's Meep cap, especially given how long and difficult it will be to hit those high chime counts. Of course, if you do hit 95 chimes (which takes a minimum of 41 minutes) you'll deal 315 + 30% AP damage in an AoE on your first four auto-attacks in a team fight, which is pretty sick. I think Bard might be successful a roaming champion but not for the healing and such that Riot has been hyping up. The slow and damage from his Meeps is significant, his Q isn't bad, and he can use his W for the speed boost (which is the same regardless of how long the Shrine has existed). His ult definitely has big play potential (and big fail potential). All of that said it is really weird to see a champion who embodies a lot of design aspects Riot once pushed back against ever implementing in League. I think they're recognizing that certain aspects of the game are fairly stale and that more variety in the basics of how the game is played might be welcome.
