For picks you kinda just call which role you want, something like "prefer top" or "main mid/jungle". Remember if everyone is in their main roles your win rate goes up so it does pay to communicate a bit.
Lastly don't put ranked on a pedestal either. It's not a step up from blind pick or pre-30 or anything, it's just the same LoL as everywhere else so don't feel an obligation to practice every role or own a variety of runes/champs before going in. At the same time, there's a bit of learning that people should do after 30 before they go into ranked. Simply getting to 30 isn't enough time. It's plenty of time. There are people that have played over 2k ranked games and are still in bronze. The best way to improve at ranked is by playing ranked. Those people don't care either. I'd say play ranked though. Normals are people fucking around a lot of the time. The matchmaking is not accurate because it's based on normal elo so games are often lopsided. I didn't even know normal had ELO. Does ELO build while you level too, or just at level 30? Elo is what is used for placing you in matches. It's in all types of game modes. Yea I know, but I didn't think that it would really be used in normals.
Kinda gives me high hopes though since all I have been facing lately are silver/gold. I would be content starting at around gold level.

i'm trying to pick 3 champs to only play in ranked during season 4
what would be the best way to pick them? based on role? based on AP or AD? based on looks/fun?
when I say 3 champs i literally mean only 3 no matter how many nerfs or buffs they take. I want to stay committed to them; Anyone got any ideas?

I sort of did what you are suggesting, except it was 1 champion per role, meaning that I was at a total of 5. That being said though, I was actively seeking out top lane or jungle, so it was mostly 2 champions that I played the most.
As to who you pick, honestly pick who you think is fun. I played almost exclusively Darius top not because I thought he was good, but rather because I thought he was fun. And I think it worked out well for me because then I was more eager to learn top lane as I was playing a champion I enjoyed, so my mechanics started to improve.
Honestly though, just play who you think is fun. If you're having fun, you'll improve faster. And do not let people pressure you into playing champions that you don't feel comfortable with.

Try Gangplank vs Fiora for example, he's getting denied right from level 1.

It depends what you want in a champ. Ideally playing champs you actually enjoy will make things better and easier. If you want to stick to 3, pick some versatile champs. Eg. Most ap mids can support (Annie, Syndra, zyra), top and mid is fairly interchangeable, a lot of junglers make decent top laners and vice versa. The only role that you really have to pick a specific champ for is adc, and even then you can try stuff like ad Twisted Fate.
I'd follow the previous advice and pick 5 champs, one for each role. Pick ones that are rewarding and you find enjoyable.

Someone like Quinn would probably be a good idea since you'll need an ADC and she can top lane as well. I guess in general you'll want to pick uncommonly played champions so that there's a low chance of them being banned or picked away from you.
