EDIT: Ok, I think i should clarify. They're the same problems, but I think their relative importance differs between solo queue and competitive.

You can stream with anything, it'll just look like garbo on a bad computer. If you have Win7, just get OBS and it should be easy to configure it to fit your needs.

It does when everyone is acting like champs that are OP in pub games are simply unplayable in pro games because it disproves the argument.

a strong trend across at least diamond+ levels might indicate something under the radar though all thats saying is low sample sizes are statisically irrelevant and dont use only personal experience to make arguments who knew

My computer (and laptop maybe at like 360 or 480) are good enough to stream, but upload kills on the latency front on my home connection due to the poor upload limit My understanding for streaming in terms of a good upload you need like 3 - 5 MB upload speed for a decent quality stream, and for what most of the pro level people stream at, you need 7 - 10 MB upload speed. Like I would stream if my upload speed was better, but 15 down/1.5 up is not good enough for streaming at 480, much less 720 or 1080p.

No, but that's not the only difference between solo queue and competitive play. The two major ones being coordination vs. selfishness and individual picks vs. coordinated drafting. Both of these have enormous impact on relative champion power. Perhaps at a very low level this is true but I'm certain that anywhere above platinum there's no champ that abuses pubs that isn't also strong in competitive play. For the record, there IS a huge skill disparity between plat and pro. You've been given a big list of examples its just that you're treating "situational pick that occasionally suits a particular draft" as being the same thing as "viable in competitive play". Everything is viable in competitive play if you're looking at it that way, it's just that people haven't explored certain champs enough to develop teamcomps that suit them that are comfortable enough to draft when given the opportunity. That Xin an Tryndamere are pickable for certain drafts in competitive play doesn't invalidate the fact that there is a significant disparity in their power in competitive play vs. solo queue play. Can we agree to never use the word "viable" when discussing champion balance. The correct word to focus on is "optimal"

What's wrong with "safe" and "strong"? Edit: actually, the tradeoff is "safe", as in stays relevant in most any comp unless you yourself fuck up versus "situational", meaning niche champs like nida and trynd that can completely wreck given the right circumstances versus "weak" which basically fill the same role as another champ but does it less well. Then there's "shit-tier" that only work because the opponents underestimate them and/or don't know how to play against them.
