Most mids who want the CDR and mana regen typically build Athenes as first or second item already. With Athenes plus blue plus masteries you're right at the CDR cap so you won't need CDR from DFG or Morello's. CDR removal mostly hurts DFG rush and champs that can't build Athenes like Kat. And I don't have the link but Morello actually said that they were gonna give Veigar some buffs in a few patches to compensate for the DFG nerf. | ||

The only scenario I can see myself buying it is if I'm running Teleport/Revive Karthus vs Vlad in lane and even then there are so many better options. | ||
