It makes sense though. When Skarner grabs someone, Jax can be on top of him instantly with his very-long range jump (very important that the damage begins instantly when someone is grabbed, which is one reason I believe APs overall do better than bruisers in these Skarner comps), lay on the big damage that Jax is known for to the supressed target (optionally stunning it to follow the supress), and rev his jax-engine for the ensuing teamfight (important ingredient for success as Jax.)
It's not just about the immediate damage output, but the fact that Jax loves free-attacking far more than most bruisers. (Irelia, for example, could also jump in, turn on W and lay on damage very fast, but then her W is on the verge of expiring for the following teamfight.)

They can, they all have short cooldowns, unlike Vlad or Sona. 
Vlad jelly of the triple BT, doesn't want his teammate Jayce to win with such a build.
