He doesn't ever go full-tank builds. Brutalizer is definitely a damage item. Frozen heart gets you armour but it also gets you cdr and mana which increase your damage. So in a way, for Urgot, FH is a damage item too. | ||

Urgot is picked for his utility rather than his damage, you need a team with much dps when you go for Urgot as adc. Hes tanky so if the enemy bruiser/tank dive him others people on your team have more time to do the same thing to their carry since an Urgot(with Frozen heart and GA) is much harder to kill then normal ad carry. He also very good at clean up since with his W on his missle will slow you and with its insane range, once you are poisoned there is no escape.
