Sivir and Skarner are just so dominant right now, and Irelia should be able to go even/demolish GP top with no problem. Vlad is really really strong right now. I struggle against him in lane personally, but that may just be me. Unless you play a champion a shitton, it's difficult to judge the range of AoE spells without the indicator. Smartcasting is really just useful for instantaneously chaining multiple spells into a few animation frames. A lot of the time when I'm laning without fast-paced action, I end up pressing Q or w/e for the range indicator and then smartcasting it afterwards. Honestly doesn't take up much more time, and makes you more accurate and used to spell ranges. The idea would be that once you've learned those spell ranges, smartcasting makes you that much more quick at unloading a combo, which is highly important for certain APs like Veigar and LB, and so that champions like Cassi that have multiple sustained damage-type spells can pull them all off in the time they need to. By all means, use the range indicators, but once you get a good feel for a champion's spell ranges, switch to smartcasting it. You will see it being much more effective.

I feel his power curve lowers significantly into the late games, his powercurve is strongest at midgame to latemidgame. I think the reason people think he's really powerful is the actual lack of lane experience. Before the buff, almost no one played him, so there wasn't really that much lane experience against him, then they buff the shit out of him, and now there is an overexposure of him. It'll be just a matter of time until people learn how to play against him in lane.

Vlad was OP before his buffs ever since new masteries came out, people just didn't realize it. Then they buffed Vlad and now he's bat-shit insane OP and everyone realizes it ;d I don't understand where the misconception of "Vlad sucks lategame" came from. Tides of Blood does ridiculous damage, he has ridiculous healing, and is unkillable with Pool/Hourglass, while amplifying the entire team's damage with ult. Where does the idea that Vlad falls off late game come form...? I think he's one of the best scaling APs. Also Vlad outpushes and outtrades everyone once he has Revolver. Incredible lane bully past 1-4...

But Janna is probably the least picked for some reason. Lack of heal perhaps. But the utility she brings is immense.

i find him a lot more effective top personally, but again he doesnt get really good until he hits that 9. just my 2 cents from playing about 80 or so vlad games now (pre buff and post buff)
