Anyway, 40% CDR is the cap right? Boots are 10%, elixir is 10% regardless of level yes? Does anyone have a link, or off the top of their head know, what the scaling on blue buff CDR is? p.s. if anyone has hilarious builds that work with the current roto of champs i would love to know. my main is tribunal'd so i'm just playing on my lvl11 smurf. tank brand was amusing but shitty in the lategame! | ||
