There is some, we run into 1600-1700 almost every 4-5 game but most of the time its 5-10 minutes queue into 1500 team. TBH, it doesn't really matter. Even at 1300s, my team queued up v HaoZ/Evillust almost every other game, and won about ~25% of our games against them. Don't hate on a 3s team because their rating isn't amazing. | ||

IMO 1300 are not *serious enough to play 10-15 games together or they just can't make it. It's been my problem, I played like 100 games with random ppl and stayed at 1300 until I found some good players but at this point I was going +10 every game so it takes forever to go up. | ||

Irelia is good from my experience. Akali also works decently. Annie is by far the best choice, too bad that you excluded her. Solo lane AP Alistar should be nice. | ||
