While I am hardly decent at LoL I have started out with the sheen build and have since turned towards IE. The sheen proc is nice at the start but I find that the damage is actually pretty low while building it and in the later game. IE gives a good amount of AD and combined with a zeal and later a PD you get the asp and crit you want aswell.

Keep in mind how enormous the contribution from Sheen is to Tumble. As a comparison to Blitzcrank's E, another ability Sheen is super powerful for:
Blitzcrank level 9 damage, no bonus AD: 87
Sheen Proc: x2 -> 174
Power Fist: x2 -> 348, 5 second cooldown. Sheen proc gives 174 damage.
Vayne level 9 damage, no bonus AD: 79
Sheen Proc: x2 -> 158
Tumble: .75 Bonus AD (59) + 158 -> 217, 2 second cooldown. Sheen proc gives 138 damage.
Tumble is fucking insane, and no matter which way you prioritize you can destroy people.

Err, Sheen proc gives your base AD as bonus damage which is 79 in that case. You need 45 AD to match this which is 1650 gold and boosts not only your tumble, but your autos and your E as well. Sheen is actually pretty cost-inefficient, I'd say.
