I'm always apprehensive about itemizing too much CDR on casters, particularly mana using ones. You have to account for the fact that a lot of that CDR does nothing a large percentage of the time, since between blue buff, blue elixirs, and Soul Shroud (which seems to be an increasingly common buy on supports these days), you're going to be soft-capped somewhere way below 40% CDR. Unless there's some indication that the cost-effectiveness of CDR items takes this into account (which doesn't seem to be the case--neither Morello's nor DFG are extremely appealing with regard to cost-effectiveness, especially compared to AP items like Deathcap, even when taking the full CDR benefit into account), I don't think having more than one CDR item on a blue buff-using caster is worthwhile (and in many cases, its not even worth getting one). | ||

You should always give blue buff to your AP solo anyway, the only time its used for the mana is on anivia/kassadin. Zil too kinda, but more often than not he's not the ap solo anyways. Fucker burns through mana so fast at 40% cdr. I think Zil might take precedence over some AP solos anyways because of how fucking obnoxious 40% CDR E is mid/lategame. | ||

This was before CDR boots but I still think the 40-flat magic pen + blue buff is REALLY strong on mid-game vlad. | ||
