This sounds illegal... I assume you're going across the grain right? If you're going with it just split it with some chisels.
You could get a strong steel cable and a pulley. Start a groove for the cable in the wood where you want the cut and then, making the cable as tight as you can bring it around the pulley. Then turn it as fast as you can with a crank keeping the cable super tight. Its basically sandpaper but thinner...

Use a plane. It would be more efficient than sand paper, and you could always sand it down afterward to make it look smooth. + Show Spoiler +

Okay, get a rope, a weight, 2 nails and find two trees that are close enough to have both sides of your board touch comfortably. Put those nails into the trees, parallel, and rest the board so it makes an "H" between the two tree's. Now sling your rope over a branch as high above as possible and roughly (-3) to 3 feet in front of the board. Now attach the heaviest rock you can find to the rope, measure it so on release it will strike the board. Try to get the rock as far away as possible so it has the most time to accelerate and hope the board shatters. If you can't picture what I'm saying, think of a crude ass battering ram.....and if that fails you can man up and take turns drop kicking that shit or join up into an ass-kicking combination mega bot, with each one of your friends acting as a limb and you at the head, and using your detachable rocket arms to smash it. OR if your skilled with a flute, you can summon the compassionate woodland creatures to gnaw your way to victory. That's how'd I do it....

i thought about this, but I thought maybe he couldn't use it. Otherwise I don't understand why he can't use a saw.

Make a noose out of rope, tape the sandpaper to the inside, tighten around board. Then spin the noose around and around while pulling really hard. Strong guys hold on to the board on both ends.
With a well-made contraption, you get 360 degree cutting. The rope is easy to hide. You can also find a way to fix one end of the board to the ground, then just walk in circles around it while pulling on the rope.

You cant go very deep with the blade, the tool itself gets in the way.

We used this in class for any sort of wood work, files down through wood fast enough (as well as flesh x_x) , but it's mainly for shaping the edges and then wrapping progressively less coarse sand paper over it to further refine your wood craft.
sorry if this sounds confusing. for example we made a wooden top (spinning toy) in class and i filed down a square wood block into a tube shaped hand grip for the launcher part.

it cant be loud because hes gonna do some prank to his neighbor. or he only has the middle of the night to do it. the lack of details makes it very suspicious
blood and sweat. use the sandpaper and 6 people. rougher sandpaper, of course.
