In my experience it's because NA is largely microcultures and understanding where you fit in in those makes sense. Both my parents emigrated with their families from Holland when they were kids, and met/married each other because dutch communities stayed largely dutch, even in Canada. Growing up I can think of plenty of filipino / native / polish / etc microcommunities, and it did in places impact how cliques / social groups formed in high school etc.
When the culture at large is poorly defined and your history is unclear and probably short, it makes some sense to go find some, I guess?

(not sure about decades, but I dont think Biden had anyone in his cabinet who was Republican in 2016 - may be wrong though). His national security picks were giving me hope but the last few...Gabbard will probably make it, Gaetz probably won't (everyone hates him) and I already saw one GOP senator doing "RFK says some good things so I look forward to hearing more" which basically means he'll get a hearing and we'll see what happens after that.
There's a lot of stuff that needs to be fixed in these bureaucracies so these seem like sub-optimal picks even before you get to other concerns.

Even with Trump having just won it's hard for me to see the Senate and House agreeing to adjourn for him to do that. And now that he's made some controversial picks, I just don't see it happening. The House majority is slim, and many Senators will be around after Trump leaves office, so...

I don't think you understand. RFK Jr. is not a member of the Democratic party. If you want to believe "bipartisan" means adding in a member of the "We The People" party, then fine, but your own response reflects that bipartisan is generally referring to actual Democrats and Republicans (the two parties who generally have power in this country), not appointing some third-party grifter who had promised to drop out of the race and support Trump if Trump gave him a Cabinet position.
