Those disagreements are going to multiply manyfold in a working democracy. Kremlin may be a little more subtle about it and at least give the opposition/absentees 3%, sometimes even up to 9% (which is pretty generous for a dictatorship), but Putin getting +91% in rigged elections, referendums, or whatever the fuck, is still what I would consider to be "North Korean bullshit numbers."
