There's many different ways you can interpret his actions. I wouldn't say that choosing the most generous one 100% of the time is thinking critically haha.
An interesting interpretation is that he's attempting ninja outright racism into mainstream public debates, which he will benefit from by gaining even more credit with the likes of neo nazis, the alt-right and those kinds of people, and then disavowing it to distance himself from the consequences of his words.
The more 'send them home' becomes an acceptable part of the debate, the more power the nutcase element of the right will have.

The follow up tweets to his original xenophobic one were the right note he should strike, staying away from “go back” bullshit. You're in line for a whole lot of disappointment if you're sincere and not just saying that to say it.
