I doubt those in the pictures are filters :p Probably just roaches to make it easier to smoke (a filter would get rid of a lot of the THC coming through, I believe). I always roll with roaches if someone else is going to be smoking with me.

Ive seen pieces of cardboard rolled up and used as a filter/stopping point. Ive also seen tobacco used in similar ways.

It's not a filter like on a cigarette, no THC is lost. It's usually just a thick piece of paper that keeps the herb from falling out. It also makes finishing the joint much easier because you can hold the tip instead of a tiny roach burning close to your lips. I use these:

it was very dark and i couldn't see shit but i tried to do a 4 stair at a school near my house, and landed right on my arse
