Well they kept banning certain chemicals, but then manufacturers would slightly tweak these to get around the law (sorry my knowledge of chemistry is minimal).
I think they are trying to do the same here, by trying to pass some legislation where the manufacturers have to prove it is safe, which will be based on Food and Pharmaceutical regulations... basically making it too expensive and time consuming for anyone to bother with.
In the mean time shitloads of people are smoking this stuff with no idea what the repercussions to there health will be... all the while marijuana is still illegal and they are trying to crack down on it. Go figure.

they should get some consistency going, either ban alcohol (which is never going to happen and i'm not advocating it at all) or legalize marijuana. It would give people a better quality, the government could tax it somehow and it could basically be like smoking tabacco/alcohol, only allowed after reaching the age of 18 or 21.
Alcohol causes as lot more problems in terms of economical damage, assaults, violence in general. And alcohol is a life-threatening drug more so than weed is. All the same issues apply to tabocca, it's basically that these 2 drugs are allowed because of archaic laws and because they're built in to society but marijuana is a more 'recent' global drug.

i'm surprised that would work.
the tweaking of the chemical compounds you're referring to is known as creating a chemical analogue. maintaining the core function of the drug, while changing the structure slightly so that it's a different chemical.
however, in australia at least, the drug laws specify that analogues of drugs that have already been made illegal (eg. LSD) are also illegal.

If you legalize it you´ll MAYBE be able to undermine criminal organisations, BUT then they won´t be criminal anymore! So whatever you do, it´ll be wrong just because that stuff exists :/

Go figure. Well, here they banned production/sale/etc. of substances that can be used for the same purpose as some already banned substance. Vague, maybe, but it works.

Not sure how the technical side of it works here, but a new line of products pop up a couple of weeks after a fresh banhammer, to be legally sold in stores and online haha.
