Presidents are elected based on electoral votes, not popular vote, It's happened before that the loser of the popular vote has won the electoral vote and therefore the entire election. One thing to keep in mind is the huge number of uncounted votes in California, which will swing the popular vote significantly towards Obama.

Electoral votes are all that count. Each state gets a certain number, and whoever reaches 270 wins. Romney will not reach 270, meaning that if he wins the popular vote it will be because he kicks ass in the states that he wins and barely loses the ones that he doesn't.

On the CNN site it says "Est 7%" for California. Does that mean only 7% of the votes have been counted so far? If so, how can they call it?

I want to see how close Ohio is. This was a really close election. Predictably Obama because of his long lead in state polls, but his margin looks small in FL, VA, OH. Just another 1-1.5% and Romney had it (based on RCP's current Ohio report).
