The Dark Knight Rises takes off exactly where Dark Knight left. Batman is out as a fugitive, and only the commish knows the real story behind the murders. Gordon plays his role "hunting down" Batman while working closely with him against a new band of villains. Gordon threads a thin line here as he is pulled between his interest as a member of the force and the truth as the story deepens. Batman also has to thread lightly between caution and invisible vigilante as he tries to always stay a few steps ahead of the Gotham police. Nolan keeps it gritty (and dry, some say) but it works perfectly fine for this social-realist unpop version of the caped crusader, especially with Bale as the lead.
Bane will be the villain en premier in the film - almost the mirror matchup of batman, brains and body to wit. It's not known though how Bane will operate in this plot. Will he be a lone antihero? Will he join forces with the underworld? Or get the good side of the police to get his way to Batman? Or is there a far greater force at work, especially that they will (might?) be shooting in Asia to premise the return of the League of Assassins? Expect heavy fireworks here!
Catwoman will be Batman's foil (women!) in this film, but she will be equal villain and rival to Batman here, as she also plans to clean up Gotham City of its vile elements.
Holiday Killer will play a less major yet pivotal character in the fight between Batman and Bale. He is the wild card that will spoil all the fun in this film.
Alfred and Fox will play their reliable roles in the film.

Nolan is keeping true to his "real characters, real villains" theme for this Batman threequel. Nolan, and Bale, dont want to have anything to do with Robin, which is good. And Nolan doesn't buy the 3D hype. (This Nolan dude knows what he's doing). Gordon-Levitt and Holiday Killer are both very welcome actor and character respectively for this film. Nolan is really an actors' director - Is there some "Inception" reunion going on here?!! Who will Cotillard play? Hmmmnnn...
Btw! WTF with the title? This is a multi-billion fresh slate approach of a classic and once molested franchise and all they can think about is "Dark Knight Rises"??? "Dude where's my car" sounds better in some spots! What do you think the title for this one should be?
And please, no more laryngeal carcinoma for Batman. It's totally retarded. No wonder George Clooney didn't even try. LOLZ. Seriously, it's retarded. There has to be another way to conceal Wayne's voice.
