China historically always opposes the use of force in any situation, Tibet is a huge liability for them in this regard. likewise, Russian involvement in Chechnya means that a vote supporting the use of force against Libya means a similar measure would have to be adopted against the Russians in the event of more separatist fighting in that region It's a very important move by the UN to do this, and when/if Tibet, Chechnya, and other regions start heating up, it sets a dangerous precedent for them to be supporting the involvement of the UN in such matters | ||
