Side question, who actually decides the yes / no / abstain vote on the council? Those seated people at each country, or the leader of those countries who pass their vote to the representative, or someone else?

Still watching UN stream. Was hoping for russia and china to make some statement but this libian guy ceeps going on and on.


I was curious if they'd say anything as well, but I honestly can't think of any legitimate reason to not support it (besides some sort of self interest like investment in Libya, etc.) I'm not very informed on the topic though, so if I'm incorrect someone please correct me.

This is true.. He is most likely going to lash out at everyone and everything, Benghazi and Western forces in the air and sea. There might be substantial casualties ...

To enforce a no-fly zone without killing your own pilots, it pretty much necessitates bombing dangerous targets on the ground.

Air strikes are reported to begin within hours, UK planes by Friday, according to BBC

A no fly-zone is not only air attacks, but also tactical strikes on military bases and anti-air defenses.

Seems like it would be smart to vote yes if you're going to abstain from a sure-win vote anyways. In a purely pragmatic sense, at least you don't look like the bad guys, even if for whatever reason you don't actually support it.

What do they have to loose by not voting. They just act according to history. And if it turns out to be a failure they can always say they did not vote yes.
