Season 08/09 Leverkusen finished 9th. Jupp Heynckes took over Bayer Leverkusen in 2009/10. He implemented younger players ( Eren Derdiyok / Toni Kroos / Lars Bender ) as well as older ones ( Sami Hyppiä ) into his team and formed a succesful team, which finished 4th and 2nd the 2 following years in the Bundesliga.
You should also note that Bayern does not have the financial possibilities like Real and Barca due to the known TV- rights- money- distribution and unethical money handling of certain clubs. It is very difficult to have a bench that is equally strong compared to the starters if you have the goal to make profit every season, which Bayern achieved the last 17 years.
