I had the same issue with my Mayflash stick, and the way to solve it is to set the stick to X-Y axis as opposed to POV Hat mode. Opening up the option for that may involve downloading the most recent driver for the stick.

make sure it's close standing hp - lk tatsu - crouching hp - lk tatsu
crouching hp - lk tatsu - crouching hp - lk tatsu is character specific
