Yes, you can easily buy the Witcher 1 at any digital distribution platform for ~10 bucks nonsale, you can probably get it insanely cheap through steam trading, or just wait until the next sale, because it is on sale at every sale.

I'd think the fact that they are required by law to offer refunds (14 days actually) in the EU is a bigger reason then some mythical Valve pressure.

if that were the case a refund would only be available in Europe.
The pressure is not mythical. Whoever actually brings in the cash wields power with any supplier... just look at Walmart's return policies....
also, the fact that they are allowing refunds so that u can repurchase the same game at a sale price improves this deal substantially and makes any 1 day sale effectively a 2 week sale to anyone paying attention.
if they were merely following the letter of European law they wouldn't be doing all this extra stuff.

Well since they have to offer them anyway they might as well present it in such a light that they get postive PR. Imagine the shitstorm if EU would have refunds and NA not.

We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price That's nice to hear!

GOG's Summer Sale started. You can get three games for free as you spend money. Sim City 2000 if you spend $1, S.T.A.L.K.E.R.: Clear Sky if you spend $20, and Xenonauts if you spend $50.
Also there was a rumor that the Steam Summer Sale will start on June 11th and go until the 20th. I think the leak/rumors have been pretty accurate in the past, so it's pretty likely.
I'd imagine that any games that are on both GOG and Steam will have the same discount during both sales, so it's most likely safe to buy stuff on the GOG sale, but if you can wait maybe you can get a slightly better deal on the Steam sale.

I really enjoyed it, though i never managed to finish a game of it. I am apparently too bad and/or get too frustrated at the end, when stuff becomes harder and harder.
Still clocked 54 hours in it, so definitively worth your money. Very good strategy game vs AI. I'd like to at some point play a coop game of it, but i don't think i have got the time

Just bought Duke Nukem 1+2 and 3D, Arcanum of Steamworks and HoMM5. Seems like enough for day 1 
Sale lasts another 18 days, my wallet is going to hate me.

GOG has some good deals with the summer sale now, including S.T.A.L.K.E.R. SoC and CoP. Only played SoC so far but they are incredible open world games.
Also the Steam Summer Sale dates have leaked and it will be from June 11-22.

Yes. I'm quite fond of it, a very unique RTS. Can be very overwhelming at first--If you pick it up, don't enable any expansions at first, there's enough complexity in the base game alone.
Just remember that it's not a territory conquest game. Try and take everything and the AI will demolish you. Can be tricky to strike the proper balance between taking what you need and not antagonizing the AI.
There's a demo if you want to try it, and the people on the forums are very helpful if you ask them for strategy advice.
