I just Cleanse the ult if I'm in danger of dying. Usually I'm with a team though, because Twitch isn't very good 1v1.

1) Annie is not "better" than Alist, as Alist is still rated a better hero, and the latter is pretty much in a class of his own in terms of tanking prowess, but Annie is still (IMO) the best pure damage/disable nuker in the game.
2) You buy runes in the store, with the same currency as
3) Play games, preferably win them.

Annie is a good character, on the edge of top tier.

Alistar is the best tank in the game, bar none, and clearly top tier.

Runes are purchased in the store. They require corresponding slots in your rune book, which unlock one per level. More powerful runes require you to be higher level (10 and 20).

Currency is achieved by either mailing Riot money or simply playing. There are small bonuses for certain things (winning, playing long games, etc.) but that's about it. This is used for purchasing heros and runes.

ok, so first of all, Alistar is fan-fucking-tastic, it's just that he's very much a niche character. He's a tank who needs no tanking items, so the whole idea is to get supportive items and be an initiator for free. This SUCKS at lower levels when your teammates don't know wtf they're doing, but at the higher levels of play, he's hands down the best tank in the game.

Annie will be much better for you starting off because she's less reliant on having competent teammates. She's on the upper end of casters and is very useful with 2 stuns, one of which is AoE and pretty impressive burst damage.

Runes are purchased through the store with IP (influence points I think?), which are earned through playing games. Honestly, they aren't worth buying until you hit summoner level 20 when you can buy tier 3 runes which will give you good mileage (they're strictly better than the ones you can buy up until that point) and by that point, you should have an idea of what would be useful in a rune page (and you can ask here, we've got a pretty good idea of what's the best way to build rune pages for most champs).

New Heroes can also be purchased through IP, but you can also purchase RP (Riot Points) through their store, which you can then use to buy champions. If you plan on supporting the game at all through money, heroes should be bought through RP, as many are brutally expensive in terms of IP, and when it comes to making a rune page, you'll want a big stockpile of IP to optimize it (can't use RP to buy runes). The champion bundles are pretty cost effective if you'd like to buy a lot of champions, but you might find yourself playing very few of the ones that came bundled (like myself) when you get to the higher levels of play and really need to buckle down to learn to play champions well instead of just dabbling in them.

wow guys thanks for the tips.
i think i stated the part about alistar wrong.
i dont think that allistar is a poor hero in general but rather a poor hero for me to be playing just due to my play style mainly

I think they're supposed to be back up in another half hour to an hour. They have a section of their forums for server status where they announce downtime and they were doing a ~3 hour restart between 2 and 2.5 hours ago.

Hmmm, seems like questions about IP and runes seem to be common amongst the new LoL players, how about we take this part:

then maybe add something more and make something like "new player FAQ" on first page, because for example i used to buy T1 runes and then regret it so i'd rather have new people avoid this issue (yet another edit to SouthLight's first page post )

How I've been playing Alistar recently:

The TL;DR version:
Skills: Q, W/E (if you need health E first), W/E (whatever you didn't take), E, Q, R
R>Q>E>W

Spells Cleanse/Flash

Items: Mana Manipulator
Boots of Mobility
Innervating Locket
Aegis of the Legion
Whatever the game calls for

Masteries: 0/9/21

The real stuff:
Skills are chosen based on personal preference. I find Alistar's heal is fine at Rank 2 for awhile and I like having the added bit of damage Pulverize gives for awhile. Around level 10 or so, you can run into the wraith camps, Pulverize in the middle of them and hit the big wraith and kill all of them. This is probably the best way to farm as Alistar (a champion who farms VERY SLOWLY) so that's why I get it over Triumphant Roar. Triumphant Roar is to level up next since the added heal really helps. I forgot how much it heals for at higher ranks, but the fact that it is spammable coupled with Innervating Locket really makes it's heal add up really quickly. Headbutt has one point in it early as it's good for saving a lanemate or helping an early gank by Pulverizing an enemy champ and then running behind him to Headbutt him back towards your turret so your lanemate can clean up.

Items:
Start with Mana Manipulator as it will let you spam Triumphant Roar constantly. The only downside is that you can't really keep up a Pulverize/Headbutt combo as much as with Meki Pendant (due to the lack of a mana pot) but it will help your lanemate and you're going support Alistar. Try to last hit (it's hard you do like 50 damage :X) but most importantly try not to die. With Triumphant Roar you should be able to stay in your lane for a very long time. Usually I aim to go back at the following gold levels: 1000 (if things are going meh-ish), 1475 (generally what happens) or 1875. If you need to go back before/inbetween those to prevent a death, definitely do it but try to aim for those levels. Your next buys are Boots of Mobility, Ruby Crystal, and Sapphire Crystal. The reason you don't need Mercury Treads, is due to the fact that you have two Cleanses. One being Cleanse and the other being your ultimate. So long as you have Pulverize and Headbutt on cooldown, being stunned in a team doesn't really hurt you that much since pretty much your goals are to keep them stunned with Pulverize and push squishies into your team with Headbutt. Enough deviation on boots, pretty much you want to go back when you have enough money for Innervating Locket. Next up buy Aegis of the Legion. I like buying the components in the following order: Ruby Crystal, Null-Magic Mantle, and then Cloth Armor. After you get Aegis of the Legion, nab a Mana Manipulator and look to build into Soul Shroud. I rarely get this item, but it makes your and your allies' spells so much more spammable, which is nice. After that I would look at Frozen Heart or Stark's Fervor or whatever aura thing you think is nice. Hell, if you feel like you need it Guardian Angel might be worth the investment but just know that the game is generally over before you finish Soul Shroud and anything after that is just gravy.

Summoner spells are Cleanse/Flash since Cleanse is invaluable, even with Alistar's ultimate, and Flash lets you initiate battles or position yourself better during a battle.

Masteries are 0/9/21 since Alistar's ultimate means you don't have to spec into Defense to get damage reduction and Utility gives you mana regen, movement speed and reduced cooldowns (all really cool stuff!)

As for playing Alistar this way:
Early game: Let your lanemate know if you are going to be doing some kind of Pulverize/Headbutt combo so they can prepare for the coming of an enemy champion to feed upon (or feast upon, if you're laning with Cho'gath !). Furthermore, you can utilize Flash to quickly position yourself on an enemy champion and fling them into the air and smack them back to your lanemate. It really makes the other champs scared when they see a flashing Alistar. Don't be afraid to use Pulverize/Headbutt to save your lanemate/yourself, either. Just knock the chasing champs into the air, Headbutt the scariest one away and then run!

Mid/late game: With Boots of Mobility you should be able to run between lanes pretty effectively. If you see a ganking opportunity, don't be afraid to take it with your Pulverize/Headbutt combo to place an enemy champ where they don't want to be. Take out the wraith camps around level 9-10 with Pulverize since it's one of the few things you can actually farm on with any decent success. When team battles begin, you want to get yourself in the middle as fast as possible. Whether that be with Flash or by just flanking their team, getting in the middle of their team makes your Pulverize more effective. And then that squishy Twitch/Ashe/Tristana? Headbutted back into the middle of your team for a quick game of "Bounce the Carry." Spam heal because it is awesome and will give your teammates some health/mana. Ultimating around the beginning of team fights is crucial. Back when I was bad with Alistar I thought it was better to do it at low health. Don't! You can still die with your ultimate on! Give yourself a good buffer of health to play with.

Furthermore, don't be afraid of being grabbed by Blitzcrank. It's actually really awesome to be given a free flash into the middle of their team.

Anyways, that about sums it up for my views of Alistar. I don't really know how else to build him as a damage Alistar... well doesn't put out much damage and a tank Alistar is complete and total overkill. Pretty much if you can land in the middle of their team and knock them all in random directions and survive, then you are doing your job.

If anyone has any comments/complaints don't be afraid to voice them. Seeing a way to improve would be awesome !

I play him a bit differently. Alistar can roar all day without running out of Mana. He only has issues if he want to farm with Pulverise. Innervating Locket is utter garbage, by the Time you get it the provided amounts of Health and Mana are ignorable.
Summoner Spells are Flash and Ghost. Alistar is more concerned with getting into the middle of the enemys than out of there, Pulverize->Headbutt should be a certain kill to one enemy.

First item is Sapphire->Sheen. This will allow Alistar to farm decently since level 1 roar is dirtcheap and frequently available. It also helps getting Towers down and have more of a Presence early on when you can´t spam Pulverise.
Boots I see myself going Mercurys mostly for the MR.
Then Aegis.
After that it´s dependent on the game, Frozen Hearth is a safe choice but normally unaffordable.
