In the JRPG Tales of Vesperia, a mage named Rita (pictured in the image) can summon spells from her book. One of her book spells is "Descartes", which launches a giant cat's paw out of the book. The image simply replaces the cat's paw with Unzan's brofist attack.

As for the caption I chose, Rita is known for being insanely broken. You can use a mechanic called Overlimit to instantly cast spells to annihilate enemies. In Rita's case, the best spell to use is Tidal Wave; since Overlimit removes casting time, the usual long incantation of the spell is omitted, and instead Rita says "Blah blah blah...". Spamming Tidal Wave will therefore result in Rita repeating the phrase "Blah blah blah TIDAL WAVE!" over and over. It's a popular meme in the Tales community.
