Make sure you get something with a really beefy processor... I just recently built a $1000 computer (that's a lot for a DIY computer) and I can only stream 360p or so and have the game still be playable. The video card and RAM are less important, but programs like XSplit eat up a TON of processor... flops? Not sure what the technical term is.
edit: for reference I have an AMD Phenom II X4 965 3.4GHz overclocked to 3.7GHz and it still chugs when streaming even though I can run SC2 on all setting maxed if I want to.
double edit: that's a quad core processor, btw. SC2 and xsplit don't use 4 cores optimally at all so I would skew towards higher clock speed as opposed to core number.

3 years ago I built my PC for $1900 - 75% was viewer donated. The streaming I do is still awesome quality at 720p on ultra though I cannot cast at 1080p. (If a mod says it is ok I will link my Computer Specs page for spec clarity)
That said, you could build something a little better for a lot cheaper now and cast perfectly, or you could build something alot better than I have for about the same price as I paid and stream at 1080p.
Though I am fairly certain you will have no issues getting a new PC with the inevitable team =) - if they just have you build/buy one yourself, people on TL are an excellent resource to tap for info about building one.
I was speaking of someone obsing a game or three of hers off ladder for live play - while she is on skype or something. That would rock.
I would offer to do it, but people might then think I am trying to increase viewership by taking advantage of her current hype, so maybe a higher profile caster could get her on board?
