I'm almost 100% sure that is from IEF. WCG 2009 was in Chengdu, China. The green bottle on the table is soju, and the beer logos on their cups are Cass (Korean beer on Dimaga's cup) or Max (Korean beer on IdrA's cup).
I'm almost 100% sure because I was also at that event. It was raining out (in Suwon, just south of Seoul) and we couldn't find a place to eat because we had like 30 guys. The waiters were shocked when 30 white people walked in.
