So I do find it hard to believe that there are people who watch it for the fanservice, at the same time end up too embarassed to say that, but also at the same time have no issue whatsoever talking about how Momo is best girl in To Love-Ru because of her marvelous oppai. Strictly speaking as an example here of course. So pretty sure Sent is just having fun trolling people who like the series. Like, I'm pretty sure Emnjay is pretty damn open about only watching it/having watched it for exactly that reason and having it dropped exactly because that stopped happening later on.
