Yeah, I think Suou was the most interesting character with July, maybe because she was much more irrational than Hei in the S1.

Yes, it basically boils down to me liking the girls in the show more. I definitely wouldn't call them mediocre. I've probably watched too many shows with girls even worse and shallow

Well, in general I agree. I like Elsie too but Haqua and + Show Spoiler + are far above the other girls. Might be since I only watched the anime and some were pretty much skipped (also the rich/poor girl from the first season was good, but no screentime, so...).

If you ignore the epicness of that scene when she was about to buy the girls-version of that one computer game in Season 2 there's really not that much that stands out about her except for chibi moments in between. Not that she's bad but it's really all there is to her and it's always the same imo.

Nah, she manages to be moe and incompetent while at the same time not being mentally retarded and always trying her best. The show doesn't always focus on this aspect (nor her) which I think is a great choice, keeping characters like this low key is probably the best way to execute them. Unlike other moe blobs, she actually has opinions, the author isn't afraid of ruining her reputation by showing them. Like remember when she gave Keima that speech that he was wasting his life while all the other youth were enjoying theirs? Despite this, you can clearly see that she's a kind person. They don't portray her overly comedically either, which also tends to ruin characters like her. I think she's nice.

It was the best moment in the entire show for me (might not say that much, though - I don't think that the show was very good).

Remember that it's a VN adaptation. I
think it was also intentionally so sexual because sex is simply something that doesn't exist in most shows (especially in harems), and when it does it's just implied or just talked about.
Not sure if the angle was artistic, wanting to break away from the status quo (i.e. a message) or for money.
