If anything, I guess it is like, how a shounen representation of Bake would go. If just looking at the shounen part I'd be ok with Sunrise, but at its heart it is much closer to Bake, so, I'd rather see a studio that is known to be able to cope with this kind of material and bring out the feel of the original.

Well, for one, they need to be able to devote 24 eps or so for these two vols, then take some risks. How they approached ep1 was a pretty safe, if dumb way to go about it. Put all the action together and get some credential for action and fan service and hopefully keep people's attention. New watchers at a 3am timeslot won't care for much more, readers would watch regardless of how you kill ep1. They try to compensate by going into ep 2 by putting all the talk together. Between these first two episodes, we have a good 2/3rd of the first book. Simply without any of the impact of the original.
What I feel like they needed to do is to recognize the fact that each characters in the chase had a good 5+ pages to themselves, the more important ones like Asama and Tenzou get more than that. Book kept tension going for a long time by breaking between individual assaults to an extent and interpose the explanations and such as well as introduce other characters. What I think they needed to do early on is to go about it in similar fashion, risk having the action scene dragged across episodes in order to introduce the characters. Rather than giving us the full cast off the bat in the action scene, it would probably be better to interpose each character's specific moments during the lecture into the action. Both giving a bit more impression of specific characters and serving as explanation for a pretty dense and confusing setting.
The reason why I feel like they need to risk the early episodes feeling a bit drawn out is that, well, this series has as its basis another huge series by the author. Even with that, I wasn't really comfortable reading for a while and needed to refer to a glossary of terms and a character list multiple times in confusion. If even the book version, which I consider to give each character more impact early on, suffered from the problem, I feel like it'd be exacerbated in an anime setting. After they get the introductions out of the way, the style that they have handled this episode is more or less ok to work with the subsequent episodes. Just that there are a lot of moments where Horizon would be like FMP Fumoffu in rapidly switching between gag/parody and shounen/hot blood stuff, so probably will need to keep an eye out for that too as to not make it feel too cheesy. Far as storyboarding goes that shouldn't be too complicated though. I'll add in more if I thought of anything else, but for now this should do.

Also, Chihayafuru seems interesting after watching the first episode.
Am I a bad person for basically not liking any anime that has any sort of shounen element whatsoever?

New Working!! is better than season 1. It took season 1 way too long to get funny.
Also if it makes Ferrose feel any better, there's less Inami in the last few episodes.
