The bigger thing at hand is the fact that usopp has befriended most giants they've run into and the dwarfs. Its to show that everything from big to small is backing him up. Not to mention the dwarfs are botanists and can grow anything, they'll get some random seeds from usopp somehow and develop new weapons and use them later on when usopp gets his army. They were also useful in drawing the similarities between norland and usopp. They also needed a local resistance to help fuel the fire for this entire war instead of just going to a new place and smashing the leaders in because they don't agree with them. They help validate that theres a pure side to dressrosa and the people need help. | ||
