Yeah to Luffy the end is important but the means more so.

he doesnt really care about the end, he wants to become pirate king because its an adventure if you remove the adventure he doesnt care about being king anymore

the vast majority of the world seems to be water. DF users auto-drown. So technically that makes the vast majority of the world unavailable for Luffy (besides random air bubbles).
The mechanic of automatically being defeated by a splash of water is what I personally dislike the most in the OP universe. As can be seen in the last chapter - yeah. Also Roger made it as the pirate king without a fruit, Raylight didn't have one, Shanks didn't, Hawkeye probably neither. Yet Luffy can't do nothing without it. Very sad to see, even though the fruits themselves are kinda cool.

Luffy would still be a pretty strong brawler without his fruit. Since he had it from such a young age he just built his fighting style around being a rubber man. If he didn't have it he would just have a different fighting style but he still would be strong, you do know he has haki right? He even has the super rare Conquerors Haki.

Got proof? We actually know close to nothing about Roger besides him beeing the strongest man alive at some point. We have not seen a single fight of him to date and just the fact that it was not stated until today is not a solid proof he did not have one.

For a very very long time I instinctively considered Roger a not-that-strong fighter. Dunno why, his appearence maybe, he just didn't feel like the strongest man in the world to me. I still find it difficult picturing him owning the shit out of everyone.

There is a good chance Rayleigh knows what One Piece is and where it is since he was first mate of Roger's crew, but we don't know for certain. What actually happened was Usopp asked Rayleigh to tell them about One Piece, but was stopped by Luffy before Rayleigh responded. Rayleigh might know where One Piece is and if it even exists or he might not, but Rayleigh still is the best person besides Roger to ask. He was clear that the Roger had his own interpretation of the void century though.

Luffy accidentally ate it as a child. There's nothing to suggest that luffy is useless without his fruit.
They also have to be inside of water (up to their knees I believe) to feel the negative effects. Just getting wet won't do anything.

I don't find any indication that Rayleigh would know. Just that the crewmates assume he does.

Actually up until now i know that Roger was one of the strongest ever but not actually the strongest in his generation in terms of combat capacity .
Idk i've had this kind of impression that one piece is full of really strong fighters and being the hyped as a emperor or shiichibukai doesn't guarantee you to be the strongest since i learned that zoro and luffy are closely on par with each other.
Like law is insanely strong also and there are so many pirates that are so strong.
