Bartolomeo is a good guy. He may have bad manners or be a prankster or something. People hate him for the wrong reasons, but he endures it. Because he can take it. So basically he is Batman.

Or perhaps they simply weren't aware of the barrier so they didn't use it? Bart seems an interesting character but I don't particularly care about him.

Also I've had questions about how haki works ever since Whitebeard stabbed Aokiji with haki imbued weapon and... it didn't work (so there's a counter, which Bartolomeo might know of too).

This is the beginning of the new world. Like the beginning of the grandline, we can expect most people at this point to be low tier in comparison to others further into the new world. If everyone mildly important had haki here, that would basically mean every single person further into the new world would have to have it too.

Actually all of a sudden I agree with you. I think the "minor characters like bellamy the ability to use haki even after 2 years" and the fact that it's still the beginning of the new world both make sense. Luffy learning to control Haki after 2 years is exceptional if I remember correctly.
